Hi Tim!
I was in the same position as you, except instead of just some pads, I
had to remove mask from rather large areas over a ground plane for some
RF components.
Unfortunately, I think some sort of mechanical means (dremel tool,
scraping, or micro-abrasion) is going to be the safest way. Any sort of
chemical that is aggressive enough to remove cured soldermask isn't
going to be very good for the board.

All,
I have run into an issue with a board that has solder mask covering some
pads. Is there a product/solvent that can remove the solder mask easily
with out etching the copper? I would rather chemically remove it than
manually scrap it off with a razor blade.
