Bob,
The second paragraph of the document forward states "Contractual
reference to this standard does not additionally impose the content of
IPC-HDBK-610 unless specifically referenced in the contractual
documentation."
What this is inferring is that contract > 610 > Handbook. You should
have a company document that spells out the precedence level of these
documents plus purchase order, drawings, etc.
You can vary as much as you like from 610, IF it does not violate signed
contracts, POs or company documents that your company has deemed more
important than 610.

A question came up here yesterday regarding what has precedence in
regard to quality issues. Some say IPC 610 would over company criteria
and some visa versa. The question came up noting that it is a standard
and cannot be changed. Others said it is that companies can vary from
the standard if they choose. Help.. who is right here??
