Thinking about it, IPC-A-610 Does not specifically address COTS, however its process cousin does with J-STD-001D which specifically states COTS are NOT to be covered by J-STD-001. 

1.9 Requirement Flowdown
When this standard is contractually required, the applicable reuqirements of this standards (including product class) shall be imposed on all subcontracts, assembly drawings, documentation and purchase orders. Unless otherwise specified the requirements of this standard are not imposed on the procurement of commercial-off-the-shelf (COTS or catalog) assemblies or subassemblies.
