Word to the wise:
Creepage and Clearance are specified and controlled by UL specs in the
US (http://www.ul.com), and other quasi-regulatory agencies in other
countries. IPC may make mention of them, but it is the UL (et. al.)
that has the final word.
If you go by IPC and your product starts a fire or something worse
because the creepage or clearance didn't meet the _real_ standards,
expect a lawsuit to be forthcoming.
And you will lose.
(I'm not a lawyer, nor do I play one on TV)

So I think what or asking is how do I calculate the creepage and
clearance necesary for a given volltage.
I remember seen a small blurb on this in ipc-2221
You will need the voltage, the dielectic constant
(I belive the table is for air - outer layer trace)
And altitud. The chart will then give you air gap necessary beetween
the two conductors.
If you don't have ipc-2221 try googling electrical creepage and
clearance.
