Hi Inge,
What i have to say might put some people to sleep, alright, but being heard 
of hearing I do talk loud making sleeping at best difficult.
I have not heard of a "RoHs requirement for separate hand soldering tools" 
and i doubt they would go into such detail. However, in order to make sure no PB 
is in the LF, it might be a practical necessity.
