Yes, Ian was probably right when he said it was in the nickel, not the
copper.  Pardon me for the confusion.
Any other info on the potential problems that could result?

Didn't they plate nickel before the gold??
I do not see pitting in the copper outside the gold plated area

Please see the picture.  We believe the copper underneath the gold is
where the pitting occurs.  It appears fully plated with gold, even in
the pits.
It doesn't seem to meet the IPC-600 spec, but I was wondering what are
the potential problems this could cause.

I don't know if I would accept it either. Is it the gold that's pitted,
or the copper beneath it? Or can you tell?

I need the learned response of Technetters. 
This does not appear to meet IPC, but I am not sure what the hazards of
letting it go thru would be.
