Your 1966 reference is correct (347 Google hits).
I did find this bio of S. S. Manson

which seems to indicate that the equation is from the time frame 1948 to
1964 ish.
Also, in Klein Wassink's book "Soldering in Electronics", 2nd ed., 1989,
he references the following paper:
Coffin, L.F.; Tavernelli, J.F.; "The Cyclic Straining and Fatigue of
Metals", Trans. Met. Soc. AIME 215, (5), 784 - 807 (1959).
I presume this predates the model.
I tried Coffin Manson fatigue model earliest reference, and variants,
but it didn't work.
