Is there a reason you do not use immersion silver finish? You would then
be soldering to the copper, of course. But why do you not want to solder
to copper?

We are using nickel as a barrier metal on a PC board for the pads. 

Are there any other barrier metals we can use which are non-magnetic.

Bare copper is not an option.
