I spoke to the DTi about this and they sent on two docs from the WTO.
You can locate the first doc on the WTO site under the reference

I cannot locate the separate Appendix on the WTO site.
I have sent both docs to John at RoHSUSA and hopefully he will put them

NORWAY PROPOSES IMPORT BAN ON CONSUMER PRODUCTS CONTAINING 18 TOXIC
CHEMICALS
Under WTO rules, countries should notify the WTO if they wish to
introduce non-tariff barriers to trade. Norway is to ban the following
hazardous substances in consumer products: arsenic, bisphenol A,
cadmium, diethylhexylphtalate (DEHP), lead, medium-chained chlorinated
paraffins (MCCP), the musk compounds, perfluorooctyl acid (PFOA), some
selected surfactants (DTDMAC, DODMAC/DSDMAC, DHTDMAC), triclosan,
pentachlorphenol, tributyltin and triphenyltin compounds (TBT/TPT),
tetrabromobisphenol A (TBBPA) and hexabromocyclododecane (HBCDD).
Objections must be lodged, via member governments, at the WTO in Geneva
within 6 weeks.
