Allen,
Your connection strength should come from solder joint to pad
Along with clinched lead. No need to plate holes.
That being said, if your footprint library was set up for plated
thru holes the annular ring of the pad most likely might be smaller
than MFG might want to get this strength.
So annular rings will need to increase.

I have a single sided board that our manufacturing department has an
issues with. The concern is "All holes for all parts must be plated
through for connection strength".
This is a very simple board. Trying to keep the cost down.
