Can't tell you where to look can only tell you what we have used for the
last 30 years.  0.010" over lead diameter for hand inserted parts and
0.014" over lead diameter for auto-inserted parts.  Actually, the
insertion machine manufacturers would prefer a couple of extra thousands
of an inch, but we seem to do fine at fourteen.
