According to the industry reqiurements, TGAsia is setting up TG7-11CN in
Asia.
Now TG7-11CN is recruiting volunteers (please see the folowing proposal in
both English and Chinese).

TG 7-11CN测试方法工作组（亚洲区）倡仪书
IPC（美国电子工业联接协会）作为国际性的行业协会，一直引领着全球电子互连
行业所有领域包括设计、印制电路板制造和电子组装的标准开发工作。到目前为止，出
版了近200种已广泛应用于电子互连行业所有领域的标准。
随着制造行业逐步向亚洲转移，中国、马来西亚、新加坡及泰国等随处可见跨国公司的
制造和研发中心。这些地区的专家技术人员不满足于仅仅停留在标准的应用和翻译，在
IPC标准的优化、修订及制定中也将扮演越来越重要的角色。
IPC-TM-650经过多年的建设，目前已经建成了包含外观/尺度测试/化学测试/机械
测试/电气测试/环境测试（Visual Dimensional Chemical Mechanical Electrical
Environmental）等六大类近百个测试方法。已经被广泛的用于质量控制/检查/评估/保
证等方面，并使得供应商和客户之间有着共同的语言。
毋容置疑的是，随着电子互连行业以及分析测试行业的技术发展，原有的标准在使
用过程可能需要被重新解释、修订或优化更新，例如针对绝缘电阻的测试方法。甚至随
着新技术/新应用场景以及新分析测试方法的发展，有可能产生新的标准需求，例如针
对无铅环境下的材料分解温度测试方法。而由于我们作为亚洲地区的专业人士能从制造
基地中最先感受到这种变化和需求，因而有必要对这些标准测试方法进行深入的研究分
析和交流。
因此，TGAsia拟成立基于TM650的亚洲标准工作组TG 7-11CN，邀请业界专业人士积
极加盟，共同致力于这些测试方法的研究。近期的计划是在2007年6月前完成组织的建
立，并着手进行标准的讨论和新方法的研究计划。
我们期待这些技术专家能自愿加入，并且自己确定组织的工作方式/目标和组织运
作机制，通过持续的运作，推动TM650测试方法在亚洲地区的有效应用，并不断优化和
完善。合理的建议将被随时送交到总部各技术组，以此推动这些优化能被更广泛的专业
人士认可并被完善和补充到TM650标准中。
志愿者加入TG7-11CN后，有义务及责任承担TG7-11CN工作组分配的具体工作。
TG7-11CN 计划将于2007年6月7日举办“TG7-11CN工作组第一次全体会员”，诚邀行业
同仁踊跃加入TG7-11CN并参与此次研讨会。会议将介绍IPC技术委员会及工作组的活动
模式，讨论工作组的年度工作目标、计划及具体的任务分工、准则等。
IPC将为亚洲标准工作组TG 7-11CN的运作提供活动费用和工作场所，并承担必要的联络
责任，及时将这些信息通过媒体/会议/等正式渠道向外发布。

Proposal Letter of TG 7-11CN Test Methods in Asia
IPC（Association Connecting Electronics Industry）, as a international
industry association, has been leading the standards development of the
electronics interconnect industry, including design, printed circuit board
manufacturing and electronics assembly in the world. By far, it has
published nearly 200 standards which have been used widely in the
electronics interconnect industry.
With manufacturing industry increasingly transferring to Asia, there are
many manufacturing and R&D centers of multinational corporations everywhere
in China, Malaysia, Singapore and Thailand. The experts and technicians in
the areas haven’t only satisfied to apply and translate the standards. They
will play a more and more important role in optimizing, reviewing,
formulating the IPC standards.
With accumulating for many years, IPC-TM-650 has been classified as 6 main
categories, includes nearly 100 test methods, such as visual, dimensional,
chemical, mechnical, Environmental test methods. It has been widely used in
quality control/inspection/ assessment /ensurance, and make suppliers and
customers have a common communicating language.
It is no doubt that existent standardsare needed to reexpla in, revise
or optimize and upgrade, with the technologies developing in electronics
interconnecting industry and analyzing/testing industry, e.g. the test
method on insulation resistance. Even with the development of new
technologies, new application, new analyzing/test methods, it is more
possible for the need to new standards, e.g. material decomposition
temperature test method in lead-free environment. The experts and
technicians in Asia experience the changes and requirements on manufacturing
site at the earliest, so it is necessary to make deep research, analyze and
communicate for the standard test methods.
Thus, TGAsia are building up TG 7-11CN based on TM650，and invite industry
colleagues to join it, contribute to researching the test methods. The
coming plan is to finish instituting of the tast group, and start to discuss
the standards and research new methods.
Related experts and technicians are anticipated to join TG 7-11CN
voluntarily, and determine work mode/objective of the team, to promote TM650
to be used efficiently in Asia and to be optimized and upgraded by sustained
operation. Reasonable recommendations will be sent to related task groups
in IPC HQ on time, in this way the optimization will be recognized by more
technicians, and improved and added in TM650.
The volunteers have duties and responsibility to undertake the special tasks
which are distributed by TG7-11CN。
TG7-11CN plans to held “The First Plenary Session of TG7-11CN” in June 7.
The industry colleagues are invited sincerely to join the task group and
take part in the session. The session will introduce the activities modes of
IPC committees and task groups, discuss annual goals, plans and the dividing
of tasks and team rules, etc.
IPC will provide the service and the platform for researching, and are
responsible for organizing and ensuring liaison 5-20CN activities, and
distributing related information and outcomes.
