In my opinion, there probably is not a perfect test for PCBs, but there are 
several that can be used to determine solderability. My preference is a 
float test that uses a coupon that has PTHs reflective of the board of 
concern. In most cases, I expect the solder to fill the barrel in an 
expectable hole.
