It is very common for 8-12 mil holes to have exposed copper where 
silver or even ENIG did not take because of soldermask residue not 
washed out of the holes. Are there clearances in the soldermask for 
these via holes. If there are not you could not begin to expect the 
hole walls to be covered with the silver finish.
