I agree that Blair has the best answer:

Per ANSI/ESD S20.20 Foreword, Fundamental Principle "All conductors in the
environment, including personnel, must be bonded or electrically connected
and attached to a known ground"  Also noted in Handbook ESD TR20.20 section
1.1.

Except, the user has the flexibility to define where the ESD Protected Area
is.  Some users do not consider aisles as being part of the EPA, and mark it
off that way.

We accepted minor exceptions. OK, no heelstraps for just visiting or
passing. And fresh clibmats only each 5 days. And allowed to have
private boxes for books or wallets and such things. And freestyle. And
loudspeakers. And no ESD shoes if you used heelstraps. And use the spare
exit if you were in a hurry. And the entrance barrier was put aside (a
barrier to sit on when shifting shoes or put on heelstraps). And no need
to always have a wriststrap hanging on the microscope. And, slowly, the
entrance room was filled with all sorts of personal things, and the
disciplin and cleanliness 'moral' was steadily on a negative slope. A
treacherous kind of weakening gradually changed the cleanroom, until,
one day, a guy with still fresh eyes reported to the manager, and the
stringent rules were brought back. There was a loud mourning from the
employees, but after some time, the change was accepted. Such we are as
humans....most of us..me too.

Heel straps on! Visiting customers are impressed by the indisputable
ceremony..

Hi Bob
We have had similar debates.  It comes down to a couple of questions:

1) how sure are you the un-grounded person won't forget they aren't
grounded and will touch something?  The old "while you are here can you
take a quick look at this".
2) do you just want to do it for uniformity, that way there is no
question of whether or not someone should be grounded.  Much easier to
police, and less risk.

There is no technical reason to have the straps on if you aren't near
product.

Good Morning all,

A question regarding ESD has come up in our facility. Our SMT area has
ESD flooring and the question that came up is that one of our
instructors says that anyone entering the room must have heel straps on
and another says that if a person is just going into the room and not
touching product, they don't need heel straps. Who is correct?
