Normally, the customer not the supplier is the one who decides on X-out acceptance and on accepted % of X-out. This is based on how easy is it to program the pick and place machines to skip the Xed-out board(s). Most customers would request Xed-out panels to be packed and identified separately. Some would specify the way of identifying the rejected boards.

If it was up to the PCB suppliers, they would like that as much as possible of X-outs are accepted by the customer regardless of % of panels and % of boards on the panel. PCB suppliers would, understandably, give better prices if the customer accepts X-outs.

I was interested in getting opinions on acceptance of X-outs from PCB
suppliers.  Could anyone share what their criteria is for allowing
X-outs in panels?  % of panels, % of boards in a panel?
