I would opt for the FR408.  -13 has some stress related issues that crop
up in certain builds since the modules differs.  You can mitigate some
of the issues by stress relieving at certain stages but the issues are
compounded in sequential builds other materials with CTE mismatch.  The
SI version of -13 does have some improved loss over the FR408.
