Have you determined that you have a real Xilinx part and not a counterfeit 
part.  We recently had problems with a DESC military part that had the 
correct Xilinix logo and DESC part number marked on the part.  However, we 
had a mixed batch of the same parts.  Some of the parts had extra markings 
in gold on opposite corners of the part.  One of the markings was a gold 
dot.  We made a lifetime buy of the parts since they are no longer made by 
Xilinx.  We found that the parts with the gold dot did not work properly 
whereas the parts without the dot worked.
