An OEM protects his circuit card assemblies by placing them in an ESD bag when they are not being worked on or inspected.  My question is if I remove the assemblies and place them on top of the ESD bag which is placed on the work surface of an ESD grounded work bench and am connected to ground via the normal wrist strap, is there a concern if the assembly is on the ESD bag surface versus the grounded work surface?  If so, what is? the reason?

Some folks have stated the item should not rest on the bag but I cannot fina any ESD requirement in the 20.20 ESD spec that prohibits this.
