We took sort of the same approach and developed our own guidelines. We
did add the "Julia Childs" test at the end of assembly... "Shake the
dickens out of it" ;-) and of course listen for anything that might have
snuck into the product.

There used to be MIL-STD-980, but it since has been canceled. Here's a
link to a pretty good guideline that you could adapt and develop a FOD
control program from:

Just eliminate the things that really don't apply to a electronics
manufacturing operation. FOD control is pretty straight-forward.
Clean-up after yourself and everything has it's place pretty much sums
it up...
