John - the draft was supposedly replaced by the final version which was
allegedly published according to AEI (among others) on 30 Mar 2006
although we have been unable to track down any version (English or
otherwise).
All one can track down across many websites including the EU Europa site
is this draft version.
However both the AEI and the Korean Ministry of Environment website
state that the legislation is now due to come into force on 1 Jan 2008.
