One company I worked at used ESD smocks. I would tend to agree that not
grounding the smock along with the wrist strap could limit its
effectiveness in dissipating static charges.

All materials have a property of electrical conductivity ranging from
pure insulator to pure conductor. Any material can and will hold a
charge. The better the insulator the harder it is to dissipate that
charge. The ESD smock, if ungrounded, could develop a charge and thus
propose a threat to sensitive devices.
