Hi Steve: If you have an 8 mil opening a "good" fabricator should be
able to do it. They typically they would like a minimum clearance of 2.5
mils per side which would leave a 3 mil strip of mask.
It's not guaranteed it will always be there. Occasionally they will get
blown out. Also due to undercut you'll find the base of the mask
narrower than 3 mils.

What kind of resolution should a LPI be able to give you? Specifically,
LPI's should be able to give you a solder mask dam between 20-mil pitch
leads if you have 8-mils of space between the pads shouldn't it?
