One for the reliability guru's!

In our transition over to COTS (Military!), we assemble each new component type onto a test board in our manufacturing area, then until recently, use an external test house to qualify the parts to our requirements; typically, electrical test, thermal, HAST etc.
Our European partners have now been given the task of carrying out  the testing qualification and want to populate the boards themselves, ie. keep it all in house, to a degree it makes sense. The problem is, they use vapour phase and we used forced air convection with N2; they use aqueous cleaning, we use a co-solvent system.
I am looking for some useful comments I can use to prove that by using differing processes you aren't measuring apples for apples - a few things come to mind but I would appreciate your comments.
