Maybe the sheet utilisation factor should be applied?

If the design is good and no breakaways are needed, you might be able to fit 4 boards on a 18x24 and you end up with about 10% loss which boosts your price to $5.28.

Just a thought.

So are you saying that a 8X10 inch 4 layer board would be 320 square inches
times .015 dollars? That would be $4.80-USD per board... 
Hmmm... are we are paying too much?... or are the numbers used in the
calculation in need of some adjustment?

There can never be any really hard numbers Bill, because  variables are many

and the devil is always in the details. 
 
That aside, 1.5 cents per layer square inch is a number that has popped up  
often in the past. 
 
With that as a ranging round, we might see some more accurate rounds lobbed

in landing a bit closer to the target.... ;-)
