I have some experience with this problem. Normally, the hole pattern is 
dictated by the customer's design files. If so, your responsibility is to 
build the board to the drawing. If there is then a problem it is not your 
issue.

Often, in such cases, the supplier has suggested to the customer that they 
V-score the boards rather than use break away holes; usually at an increased 
price.
