We have been using panels with internal breakaways for over 20 years. 
There is a slight amount of material left when they are broken but we
have never had a customer complaint about this. 

We have started doing military business and they are rejecting
everything because the cracker hole areas exceed print dimensions.  It
is obvious that the additional material at the cracker hole location
does not have any impact to the end use.

Is there any industry standard that would permit the use of cracker
holes

Also has anyone had similar experiences dealing with military customers
and if so what was the end result?
