Is there a reasonably accurate 'standard price per square inch' we could
apply to estimating board costs for budgetary planning that someone can
point me to on the web?

Perhaps a graduated list based upon base material, layer count, features,
copper thickness, hole sizes, soldermask, regional location, etc.???
