I always go by the maxim:
For soldering - unlike humans - its better to be dull than bright! You can't
solder brighteners.

For the rest it depends on how it got there, [immersion] tin finishes can be
very thin and variable. This can lead to short shelf life due to porosity
and in addition thin tin can be entirely converted to intermetallics
depending on the underlying substrate in a relatively short period.

Question came up today from an vendor of the component being purchased 
will only guarantee 90% coverage in lieu of J-Std-002 95% coverage and has 
requested relief from the J-Std-002 requirement.
