To the best of my knowledge, the only common VOC-free soldering flux 
consists of an aqueous solution of zinc or ammonium chloride in an 
excess of hydrochloric acid. Try that on your electronics assemblies!!! 
  Even pure water-white rosin emits VOCs at soldering temperature.
