Looks like measles.  Logical criteria is that 1; no propagation after thermal stress and 2; no reduction of spacing to uncommon conductors.  Connected measles will generally indicate a propensity for propagation.

In some PCB's we have detected white spots. Although I think these spots are 
not due to a delamination and the boards should be acceptable, I'd like to 
have your assessment.
