Exactly, so if the Chinese sister company is the end user it's a slam dunk
no paperwork no hassel inside job................providing they have any
other same legal entity company outside of China that can buy the stuff and
then rightly transfer it as a wholly owned "asset"..............maybe I
should start an export business...8-)

I'm pretty sure the WTO is paying attention - the US and EU governments
certainly are - but not for this particular point.
If you sell something for internal use to your Chinese sister company or
subsidiary or whatever it is then this applies. If you're transferring it to
them for subsequent sale on the Chinese domestic market then they will have
to meet the requirements of China RoHS. What they are enforcing is the sale
to the end user.
