Badri,

Likely the IPA is partially melting some of the No-clean residue, and since I do not know the nature of your No-clean chemistry, you may be doing more "harm" than "good" when trying to remove it and exposing any active constituents.

I agree with Brian's concerns and recommendation. For reference (I am not endorsing any supplier here) checkout Zestron (www.zestron.com) or Kyzen (http://www.kyzen.com) for what they offer on de-fluxing solutions.

This is almost inevitable. IPA is, and always has been, a poor defluxer. 
Worse, it is highly flammable with a flash point well under room temp 
(~12°C) and the vapour is toxic. So-called "no-clean" fluxes are 
designed not to be cleaned and this is made worse by the higher 
soldering temps of LF alloys. Either do not clean or, if you must clean, 
  use a water-soluble chemistry and clean with water (cheap, no flash 
point, non-toxic).
