I spoke with Mike last night and he is indeed working for Lockheed. 
However, he is still active with the the IPC-2152 standard committee, 
which has not yet released the standard. His efforts are slow going, due 
to a lack of volunteer assistance. I believe it will be released 
eventually. He indicated that his web site is currently under revision 
and will reopen sometime in the future. He is also looking at enhancing 
his software and re-releasing it at a future date.
