I would say you are running a big risk. Why? Imagine your cleaning 
process is good and gives, say, 0.5 µg/cm² eq. NaCl, which you deem by 
qualification to be very good. You then make a few hand solder joints, 
with the flux spread over, say, 1 cm², out of a total of 250 cm² for the 
whole board. Your ionics now read 0.55 µg/cm² eq. NaCl and you say, 
"Whacko! Jolly Good! Eveything in the garden is lovely!" But is it? That 
rise of 0.05 µg/cm² relates to only 1 cm² but is divided by 250 cm², so 
the real contamination level where your hand soldered joints are will be 
  12.5 µg/cm² eq. NaCl. Are you going to sleep so peacefully knowing 
this? I wouldn't! :-(
