This has long been standard practice for military hardware and is
specifically detailed in both MIL-HDBK-263B par. 5.10 (Packaging) and
within MIL-STD-1686. It is also listed as standard handling procedure in
MIL-STD-2073.

The handbook specifically states "Normally contracts and delivery or
purchase orders specify exact packaging requirements using MIL-STD-2073
packaging requirement codes (PRCs). When packaging requirements are not
otherwise specified, ESD protective packaging shall be as specified in
MIL-E-17555 in accordance with MIL-STD-1686. MIL-STD-1686 contains the
additional requirement that ESD protective caps shall be used on
equipment (with) external connectors connected to ESDS parts and
assemblies within the equipment. The MIL-STD-1686 requirement for
protective caps complements and is in consonance with MIL-STD-454,
requirement 10 for the protection of unmated connectors with metal or
plastic caps during maintenance, storage, and shipment."

Hi TechNet
An ESD question.

Our standard practice is that all electronic modules have ESD safe
connector caps installed on the external connectors of the module, to
protect the unit in transit.  The logic being that the connector
connects to the CCA within, and so it has to be protected...

We have a customer questioning this - asking "why do I have to pay for
this if I don't tell you to do it".  A quick review of the applicable
documents hasn't turned up a formal requirement to do this, but maybe
one of the TechNet experts can point me in the right direction.

Is this a formal requirement, and if so where?  Note, this is on
military product, IPC class 3.
