It sounds as if you are talking about absolute cost (dollars). If that is
the case I would be leery of any software reported to estimate this cost.
The price will vary substantially from vendor to vendor. The best approach
may likely be to have several vendors bid on the design and then inform them
of where they are ranked and ask for a second and final bid.
