Bob,

Your best bet if you are just getting started on this
is to talk to one of many Compliance houses that do
the Telcordia, FCC, UL, CE, etc. style testing,

If you are a small company, as are we, you will be shocked
when you get a quote from Telcordia to set up your site with
a subscription service that allows one to even view the Telcordia specs.

The Compliance houses will typically consult and answer questions about
working your way through the different types and levels of compliance.

If you would like the names of a couple houses, you may contact me off
