Exception 23 "Lead in finishes of fine pitch components other than
connectors with a pitch of 0.65 mm or less with NiFe leadframes and lead in
finishes of fine pitch components other than connectors....."

Perhaps this one is geared to favor component manufacturers, but places a
BIG problem for solder joint integrity at PCBA. Lead content in an otherwise
lead-free solder joint will produce nasty cracks. I have seen this in
thru-hole connectors with lead content. The lead concentrates on the colder
spot in the joint (top solder fillet for TH).
