There is an IPC spec on ENIG. It is IPC-4552 Specification for ENIG
Plating for Printed Circuit Boards. It specifies finish thickness
requirements and visual examination requirements. It also has a
section on porosity. I did not see anything specifically on roughness
however. Check it out. You may find what you're looking for there.
