There is IPC-1710, OEM Standard for Printed Board Manufacturer’s 
Qualification Profile, which provides an extensive qualification questionnaire for 
qualifying potential PCB suppliers. However, many of the necessary technical and 
procedural details are not given.
That is one of the reasons I developed a White Paper: "Recommendations for 
PCB FAB Notes and Specifications in Printed Circuit Board Drawings for SnPb and 
Lead-Free Soldering Assemblies, the Qualification of PCB Shops and Activities 
to Assure Continued Quality," where both the steps for the "Qualification of 
PCB Shops" and for the "Activities to Assure Continued Quality" are listed.
