My take on this is that you are required to clean following ALL soldering
steps.  That is what the first "2" means - cleaning of both sides required.
You do wash the PCB after the water sol solder process, but the same
designator would apply to the secondary no-clean process, even if they do
pass the ionic cleanliness test (as required by the second "2" in C22).  Is
it really no clean, or RMA?

Subject: [TN] Question about J-STD-001 cleanliness designator C-22

We are processing some assemblies with water soluble flux that requires
washing.   We then wash the assemblies as required by C-22.  The next step
we add a some hand soldered parts with no clean VOC flux but do not clean
the assembly. We sample test the boards for ionic contamination and they
pass.

Should these be considered compliant since they pass or would the no-clean
solder have to also be washed of.

FYI this is for some military work.

Any help would be appreciated
