It is widely known that the aircraft industry is exempt from the lead
free requirements of RoHS but where exactly is that stated? I've looked
through the exemptions and didn't see it. 

I did see that number 15 of the 4th Batch Exemption Proposals (Submitted
by Industry on October 2005) requested exemption for the avionic -
aerospace industry but is it actually spelled out anywhere?
