While this may require a little more time on your part, and is a little
risky too, I am sure that you could 'level the score', as it were, if you
were to follow the guy into a Courtroom, and in front of a number of his
pears, simply hand him another invoice and say something on the order of:
"Excuse me, but you are very hard to track down, and you seem to be having
some trouble paying your bills, but here is an invoice for the work that I
have done for you, and this seems to be the only way to get your attention,
and let you know that I too need to get paid. Can I please get paid the
money that you owe me?"

At which time the guy will either write you a check on the spot, or his
buddy the Judge will lock you up for a month for Contemp of Court, or both.
