There is absolutely no hope that hand held XRF will pick up clear chromates
on surfaces of metals.  In order to do it using SEM-EDS, you would have to
cross-section and get lucky to have exposed the ~10 nanometer layer.  The EU
enforcement bodies have little hope of proving violations on clear coats,
particularly if they want results in weight percent.

Like many the whole thing galls me.

We stopped using yellow when EMC came along and went with silver. We now
use Cr 3 silver.

BTW
We contributed some old stock basic metric screws sourced circa
1992/1993 that were steel with zinc and clear passivate finish (i.e.
silver pass) for a 3rd party's experiment with an EDAX - it didn't
detect any Cr .............  What hope for reliable testing with
handheld XRF :)

Being that your products are in least in part from categories other than
IT
and Telecom equipment, doesn't it bother you that the only exemption for

chromates was given to Category 3?  The exemption was not for yellow
chromates, but any chromate that also affords EMI shielding protection.
I
know a lot of companies outside Category 3 were looking for an exemption

across the board, because only niche and proprietary formulas have
supposedly replaced chromates in certain applications (we'll have to
wait
and see if the claims match up with real world experience).  Note also
that
many white goods manufacturers have yanked their long term warranties on

corrosion.  The current exemption stinks of lobbyists - I'll give you
one
guess who they were.

Yes yellow affords better protection to corrosion but is actually a
worse performer for EMC because it forms an insulative layer, whereby
mechanically mating faces cannot be guaranteed to have galvanic
continuity.

Many people using yellow when EMC came about went over to the silver
version if corrosion prevention was not really an issue. The silver
conversion is thinner and can almost be guaranteed to break down
allowing the formation of a galvanic connection between simply mated
parts.

However it is still possible to achieve EMC compliance with the yellow
conversion. So the exemption wording of "corrosion protection AND EMC"
is IMO misleading: they need the good corrosion protection to prevent
corrosion which would otherwise degrade EMC performance i.e. the yellow
conversion is not there to enhance EMC performance merely to preserve
EMC performance in the face of an adverse environment.

The Oko Institute report is available on the Europa website.  They said
the
key difference to the HP request was the EMI shielding.  Heavy yellow
chromates used to protect bare metal are used in all categories, so that
can't be the reason they granted the exemption just for Category 3.  And
trivalent chromium formulas do not work as well in bare metal protection
as
hexavalent chromium coatings.

I agree with your sentiments but I think the judgement was made on the
corrosive resistance class of plating - new Cr3 versions are sufficient
for many domestic and internally used products whereas there is no real
substitute for the heavier and more corrosive resistant Cr6 plating
conversions required by exterior used products (these conversions are in
any case less conductive also!).

Question for all about the hexavalent chromium exemption for corrosion
resistance and EMI shielding for IT and Telecommunications equipment:  I
may
be wrong, but aren't there many products which require EMI shielding per
FCC
and EU regulations falling outside the scope of Category 3 (IT and
Telecon
equipment)?  Are there not applications outside Category 3 where
hexavalent
chromium coatings are used and are necessary to allow electrical contact
for
EMI shielding and corrosion resistance?  I think that exemption was
lobbied
to too narrow a scope.  For example, wouldn't a TV have to meet the same
EMI
shielding requirements?
