  Just splitting a few hairs.
  Obviously you haven't become completely numb to the idiocy yet.  You are reacting like you are surprised that this legislation isn't realistic.

Richard,
My understanding for the reason for this definition is to close
loopholes.
If the amount of Pb was based on the total product weight, people may
just pad the product weight in other ways to allow more Pb usage.
It is unrealistic to expect someone to test an entire assembly to the
complete homogeneous level on a regular basis, but it allows them to
prosecute based on any one high Pb concentration area they may find.
