I am not a practising quality guy but it seems to me that your solution is
crsytal clear. If you're shipping with certs to IPC A 610 (not sure what you
mean by "releasing")  then the components should also be certified. Have
your PWB vendor buy the certified components, pass on whatever cost impact
this has  to your customer and sleep at night. Life is short.
