Yep, as others have said, it's "No Poison."  The woman who translated
this is one of our software engineers and native born Chinese.  We have
a highly successful Chinese manufacturing program building low to
low-medium volumes of products and she translates all of our test
procedures and LabView instructions before we deploy them, so I can
vouch for the translation.

We were supposed to receive an order of parts that were RoHS compliant,
but there is nothing on the items themselves, that specifically
identifies the items as RoHS.

This label is on the outer box.  Someone here at work thinks it is
loosely translated as "no poison".  
Could you post it so I could see whether anyone knows if this is
actually a label for RoHS compliance?
