John,

I suspect you're right.  I know for a fact that Dell did not have
RoHS-compliant computers available in March.  I remember speaking to
someone whose company re-sells Dell PC's as part of their equipment, and
they were scrambling because they wouldn't be able to get compliant
material until the deadline (and if this company couldn't by Dell
compliant PCs, I doubt anyone could).  Plus, I'm sure many vendors
"front-loaded" the supply chain and placed whatever non-compliant
product they had left on the market before July 1st.
