I asked the same question a few weeks ago. Looks like a typo to me. Two
volts is nuts.

Appendix A, # f of J-STD-001C said "Tip transient voltages generated by
soldering equipment should not exceed 2V peak". My question is: How do you
verify this?

We have a soldering iron tester that met the old MIL-STD-2000A
requirements. That is, we can measure the tip to ground voltage (2 mV RMS
max.)
